Bad move if you use the klian banjar or kepala desa to force your neighbor to sign the form, your neighbor might not like it. Your neighbor is the people that you need to be able to rely to on an emergency situation, especially living with kids.
Use your landlord instead like what Markit suggested, let him be the bad guy if he have to, but you need a clean sheet to start living in the neighborhood.
I met a guy who had trash thrown into his yard every couple of days by the neighbor and he gets "the finger" directed to him every time he meets them, not a very good situation for expat family in Bali

The land owner is one of the neighbours, so if I get the green light on this ITR document
will make a visit to the land owner next week to talk about IMB plus lease extensions...

Take your time to do all things necessary, and do those things at the apropriate time..I mean, don't take step 5 (pondok wisata license) in a process if you're actually at step 1 (buying/leasing land)..
For sure the expat's with some build experience or have gone through the process themself, are just trying to help with "good will", but imho their advice can get fecking complicated for someone who has no experience at all.
I love thinking and doing things logically, cause nothing beats logic....
step 1 : buy/lease land (zoning, size, etcetc is checked by notary and if changes are needed to zoning he can take care of this.explain to notary what your plans are with the land, he will make contracts fit with your wishes)
Now you have land so move on to step 2
step 2 : find contractor/architect
Explain to contractor/architect your wishes regarding size,materials used,timeframe build-process/payments, etcetc
step 3: contractor/architect takes care of all necessary paperwork regarding renovation/building (neighbor signing, drawings for IMB, etcetc)
*FYI : if a kelian dusun or kepala desa signs off on the 'no complaint from neighbors', then this goes up on a bulletinboard at the kantor kepala desa and everyone (not just the neighbors) from the village can file a complaint against the future build.

I'm not sure if someone already put this info in this thread but I'm on my handphone so can't be bothered to read it all :p I spoke with my contractor today and according to him they changed a rule regarding applying for an IMB. You must now build the property before applying for the permit due to people getting permits and changing what is built or its use. Now they must see the building before it will be issued. Now don't all get on me and shoot the messenger, I'm just relaying what I heard today. If someone else can verify this I would be greatful.

well Sylvan, as far as I know there has not been a rule change, so if I am not seriously mistaken..your contractor is not telling you the truth about that...
This being said, it is pretty normal to start building while the IMB is in process (applied for)...

I have used him already for building and permits so he is trustworthy. He was explaining about it as he only heard it yesterday at the BPN. We were discussing a new project and the topic came up. I remember seeing this thread and thought it might be useful for people to know. :)

If it were me I would ask the person who made the comment to verify.
Too many times I've heard the rumour mill grinding on forums, without any basis of fact, which only serves to complicate issues.
For example, last night, some friend told me he got Rp14,000+ to the US dollar...I said that was either a mistake by the bank or you are mistaken. This led to a contentious chat where I stood my ground. This morning my friend called to apologise.....he re-read his receipt and it was the latter.
The lesson is...verify from the source!

Like I previously stated its NOT fact and HASN'T been verified yet so no need to sound off and set the dogs. Its just an anacdote with info that may/may not be of use. It won't keep me up at night if its wrong.

Indonesia maybe a bit dodgy, but getting your building permit later after finishing it is like saying to a kid that he should go on a road trip first and then apply your driving license afterwards. :topsy_turvy:
Had too many horror stories of friends being blackmailed when the local official threaten to demolish a finished building only because of the absence of a letter called IMB

Yes that was the case and i was asking if this new rule was true. Not asking for opinions on what i should do

The subject of building permits etc in Bali is a serious subject for members looking for answers. It requires all of us to be diligent and, imo, screen anecdotal info prior to publish.
